It could be done, but why build what you can buy? If you have an entire parts car (one that had been rolled for example) for cheap...and you don't mind doing a lot of work...go for it.
It would require a different harness, ECU and cluster, exhaust and possibly other things. The transmission ratios are different as well. Unless you had a parts car to swap everything off of, its not worth the time and expense when you probably have 10 or more 1.8T NB's for sale within driving distance. As long as the 2.0 is in good running condition and you don't owe much/anything on it...go trade it for a 1.8T...done.
