I know that area was hit kind of hard recently. Here is what you should know: all season tires would probably do best (more rain than snow, usually), and if it gets snowy...everything shuts down, even the bases. Not kidding. Like 4 hours before it starts most of the universities go ahead and close.
Other than that, she's due for a timing belt. I'd get that + water pump and tensioner replaced. Flush the fluids (brake, coolant, power steering's up to you...), and lastly I'd say the 10w30 (That's what I ran in my 2.0...at least) will be fine. I run 15w40 in my TDI....in the winter.
